Generated is different from accepted.: A valid suggestion generated and settled by the API is billable even when your user does not accept it. No suggestion (abstention), errors and identical request replays do not add another unit.
One company invoice, every month.: Enabled PAYG apps share a company card and invoice. Invoice notices go to the verified developer account email. View usage and available invoices or PDFs in the console.
Budgets and limits do different things.: An alert budget notifies you. An explicitly configured hard limit stops new predictions. Neither is silently enabled when you register.
Your composer keeps working.: Keep the input and send path independent of predictions. When Clone is unavailable or a hard limit is reached, your product can continue without suggestions. Read the integration requirements.
